Delivered isn't billed: where Budget 2027's AI money should go in logistics

Budget 2027 will help 4,000 small firms adopt AI. For a logistics operator, the best first target is not a chatbot. It is the paperwork between a finished trip and an invoice your customer will pay.

Budget 2027 put AI adoption for smaller businesses on the table. The Digital Ministry said MDEC funds will help 4,000 micro, small and medium enterprises adopt AI and automate their operations. Eligibility and grant sizes had not been published when this was written, so check MDEC before planning around it.

When money like this appears, the easy purchase is a chatbot or a set of AI licences. For an owner-led logistics business, those rarely touch the number that hurts: work that is finished but not yet billed.

The expensive gap is after delivery

The truck has delivered. The customer has the goods. But the job cannot be invoiced yet, because:

  • the proof of delivery (POD) is a photo in a driver's WhatsApp group
  • a waiting-time charge was approved on a phone call, with nothing on record
  • the delivery order, the POD and the booking show different quantities

So finance chases operations, operations chases the driver, and the job waits. Every day it waits is revenue the business has earned and not yet collected. Some of it, especially extra charges with no written approval, never gets collected at all.

None of this is a technology gap in the usual sense. It is a handoff gap: the evidence finance needs is created on the road and lost on the way to the office.

The workflow: from delivered to invoice-ready

Here is how AI fits, one step at a time. AI does the reading and checking. People keep every decision that costs or earns money. Nothing here replaces your accounting system.

Six steps, two kinds of work
  1. 01CaptureAI does
  2. 02ExtractAI does
  3. 03CheckAI does
  4. 04ResolvePerson decides
  5. 05AssembleAI does
  6. 06Approve & postPerson decides
Dashed = AI does the work. Solid = a named person decides.

1. Capture the proof against the job

The driver uploads the POD and photos in a simple mobile form, not a chat group. The record is tied to the shipment from the moment it's taken, so nobody has to scroll, rename or forward anything later.

2. Extract what the documents say

AI reads the POD, delivery order and any customs paperwork, and pulls out the fields finance needs: who signed, when, how many, and any remarks. Every value links back to the photo it came from, so a person can check it in one click.

3. Check it against the booking

Plain business rules, not AI judgement, compare what was extracted with the booking and your rate card. Anything that doesn't match, such as a short count, a missing signature or an extra charge with no approval, becomes a flagged exception instead of a surprise at month-end.

4. A named person resolves each exception

Each exception lands with one owner, with the evidence attached and a suggested fix. They approve the adjusted count, approve the charge, or chase what's missing. Their decision is recorded, so the question "who approved this?" always has an answer.

AI suggests. The decision, and the record of it, belongs to a person.

5. Assemble an invoice-ready pack

Once a job is clean, AI puts together everything finance needs in one place: the approved charges and the proof behind each one. Finance no longer rebuilds the story from chats and spreadsheets.

  • โœ“Pallet count adjusted to 22, approved by Mei
  • โœ“Waiting charge approved, gate log attached
  • โœ“Lane rate JHR-SEL applied

6. Finance approves and posts

Finance reviews the pack, approves it, and the invoice goes out from the accounting system you already use. Where you are in scope for e-Invoicing, it is validated through MyInvois exactly as it is today.

What to measure before you spend a ringgit

Before applying for a grant or signing with any vendor, including us, measure two to four weeks of your current process on one lane or customer group. The first number is the headline. The rest tell you why it's high.

If these numbers are small, AI is not your priority and you should not buy it. If they are large, you now have a business case that a grant officer, your bank and your own team can understand.

Your 4-week baseline
  1. 01Days from delivery to invoicemedian per job: the headline number
  2. 02Completed but unbilled jobscount, and how old they are
  3. 03Top 3 reasons a job can't billfrom finance's own notes
  4. 04Disputed or written-off chargesRM per month, no evidence
  5. 05Hours spent chasing documentsper week, across ops and finance

Where these projects go wrong

Most failures here aren't about the AI model. They come from automating a process nobody has agreed on, or from handing AI a decision it shouldn't make.

Agree the minimum evidence a job needs before you automate anything. Keep finance sign-off, with the source document one click away. And prove one lane before you buy a platform.

Common traps
โœ• Automate today's messy recordโœ“ Agree what a complete job needs first
โœ• Let AI approve chargesโœ“ AI flags, a named person approves
โœ• Buy a platform to test one laneโœ“ Pilot one lane, expand on results

A practical first step

Pick the lane where unbilled work hurts most. Map how a job really moves from trip to invoice, with the people who actually do it. Baseline the numbers above. Then run a bounded pilot with a clear stop rule: if the days-to-invoice number does not improve, stop and keep what you learned.

That is a far better use of an AI grant than another set of licences nobody opens.

This article describes an illustrative workflow, not a client case study. Names, jobs and figures are invented for illustration. It is general information, not tax or legal advice.

A bounded first project
  1. Weeks 1โ€“2Map the real process with ops, drivers and finance
  2. Weeks 2โ€“4Baseline the five numbers on one lane
  3. Weeks 5โ€“16Pilot capture-to-invoice on that lane only
  4. DecisionDays-to-invoice improved? Expand. If not, stop.
